Yes to the Torchwood observation. Although SJA didn't come off as better, but then most of the characters are MIA.
I'm really not sure what to make of the regeneration. This may be because half my brain is still in squee mode and thus I have limited capacity for thought at the moment. Although its got to be some kind of fake out. Unless DT is being replace by previously unmentioned twin brother. Or the two Tens rumour is true (please no.)
