Okay the shooting blocks for S4 were as follows (as per Wiki)
1. Voyage of the Damned 2. Planet of the Ood/Unicorn & the Wasp 3. Fires of Pompeii 4. Partners in Crime 5. Sontaran Stratagem/Poisoned Sky 6. Doctor's Daughter/Midnight 7. Turn Left 8. Silence in the Library/Forest of the Dead 9. #12/Journey's End
So you were close -- TDD and Midnight were shot at the same time (ish) and then Turn Left was right after. But obviously there were pickup shots for earlier episodes at the same time as Turn Left. It may have been to accomodate Billie's schedule and to keep the chatter down for Rose's return. Esp when it would've been bad if she had been seen coming and going from sets a lot -- it definitely would've taken a lot away from Catherine's premiere if all people were talking about was Rose, Rose, Rose (it's bad enough some people ARE and keep forgetting that there's more to the show than 12 seconds of Rose Tyler each week). Plus from a business/organizational standpoint, it makes more sense because you can just utilize the actor's time!
