Obviously it'll make the transition to the new show runner easier. But as for the viewing public and fans, on the one hand less Who is always a bad thing. I love it so I want more. MORE *cackles maniacally*

On the other hand, does few episodes mean a bigger budget per episode? Or are they lowering the budget in reflection of the amount of episodes? Does it mean Catherine Tate will be back for season five? Does it mean they will throw the fans a bone and explain what happened in the Time War (complete with Paul McGann flashbacks)? Does it mean they’ll crossover with the spin-offs (because I’d love Sarah Jane to make a return to the mother show)? And what will happen to the spin-offs (in general as well, as will the new show runner really want to take over three shows)?

Really, I don’t know enough to decide whether it’s a good thing or a bad thing.

Personally, I'd rather have fewer episodes of higher quality than a full season of mixed quality.
I thought there was a significant decline in average quality between Seasons Two and Three, and I'd prefer the series to constantly turn out good episodes than, well, pretty much everything between TRB and 42.

Hmm. I'm not sure if less episodes means high quality since I can't really imagine the show (or TV for that matter) getting better than the Human Nature to the Sound of Drums five episode run which was just brilliant. And that run occurred in a 13 episode season which overall was of variable quality. Though if all the specials are of higher quality than that run, I'll quite happily surrender the episodes from S&J to 42 (though I'd fight keep TLE because adored that one).

Like you, I wasn't all that impressed with the beginning of season 3, but I didn't think it was any worse than seasons 1 & 2. Season 3 just was unfortunate in that unlike the first two seasons where the quality varied week to week, all the lower quality episodes were came on after the other and then all the brilliant episodes came one after the other.

See, I'd only chuck five episodes total from Seasons One and Two, whereas I'm probably never rewatching nine episodes out of Season Three. Also, I thought the best run of the series was from "The Empty Child" to TPotW. :)
